I may not be Vietnemese but I know good Pho. I'm from the Los Angeles area and have several Viet friends who have gone to Little Saigon with to eat various different types of Pho at various restaurants. I have had homemade Pho (although not to my liking) once and I have had Pho in different states including HI, Washington D.C., Florida, Seattle, and New York. Based on these personal experiences, Phoa Hoa is terrible. The soup is not that flavorful, the thinly sliced meat is not that fresh. The amount and freshness of the vegatables is pretty bad. The basil is sometimes wilted and it's not very consistent, meaning, sometimes they give you a lot and it's somewhat fresh and other times, they give you one stem with wilted leaves. Also, they do not give you enough soup. If you order a large, you should get enough soup so that the noodles are completely covered with soup. That never happens when you order it to go. It is simply bad business. And speaking of bad business the little workers there can't speak english to save their lives. They are airheaded, sometimes inappropriate with their remarks (prob due to culture) and simply do not know what good customer services is. So the reason why I still go there to get my pho? Because even though their pho is terrible, it's still the best pho in Berkeley. Now imagine what the other places are like.

Pros: Open spaces for big groups, student-affordable, open til 9pm

Cons: Poor quality veggies, bad customer service, poor quality period (vs. previous exp's)

I love this place! The pho is the best I have had anywhere, and it's a great value. The service is quick and everything is always done just how I like it.

Pros: Food, Price, Cleanliness

Cons: None I can think of!
